PLEASE NOTE: underrated =/= anything obscure. While many obscure bands are certainly worth discussing, it's not a be-all-end-all, nor is having 20 million Spotify streams on one or two songs automatically a disqualifier in this thread. Basically what I'm saying is that reaching some level of acclaim doesn't mean it's enough of it.
I'll start with a pick that's been around longer than I've been alive but never really got the credit they deserved, and that band is Live. While they reached a good bit of success with their sophomore album, 1994's Throwing Copper, most people really only remember them as that "Lightning Crashes" band that never really reached the same spotlight afterwards. Granted, it's been said that they dropped off in quality somewhere around 2001's V, but that's not the era of Live I'm focused on here. Take a listen to their 1997 album Secret Samadhi and their 1999 album The Distance to Here - both of which are at least as good or better than Throwing Copper, but unfortunately had to live in its shadow.
Now for a couple links:
Live - "Ghost", from Secret Samadhi
Live - "They Stood Up for Love", from The Distance to Here
