Overview:
With base stats like those, Ditto seems like it wouldn't even be useful in the lowest tier of all (Little Cup), but that all changed when Ditto gained its signature ability "Imposter" which automatically transforms it into the Pokemon it's facing upon switch in, stat boosts and all. This means that Ditto is essentially the best anti-sweeper in the game with a Choice Scarf. While this allows Ditto to outspeed the Pokemon it copies (unless that Pokemon is also carrying a Choice Scarf), it means that Ditto is only as strong as the Pokemon it transforms into, most of the time weaker due to Ditto still running off of its own terrible 48 HP stat. However if you utilize Ditto as it was meant to be used, with proper prediction you'll never have to live in fear of set-up sweepers again.
Set #1: If You Can't Beat Em', Steal Em' (Choice Scarf Imposter)
EVs: 252 HP, 252 Spe
Nature: Timid (+ Spe, - Atk)
Item: Choice Scarf
Ability: Imposter
Moves:
Transform
Set Description: Simply switch Ditto in at the appropriate moment. If you need to scout a Pokemon's moveset and scare it out, send Ditto in. If you need to use a set-up sweeper's boosts against it and utilize the set in turn, send Ditto in. It's entirely situational, but can work for your team if used properly. The HP EVs are meant to max out Ditto's pathetic HP stat so that it can at least tank some hits. No other EVs matter except for Speed, which is meant to outspeed opposing Ditto.
Other Options: Ditto is a one trick pony with no other options, as its only move is Transform.
